Washington, DC (July 21, 2026)—The Association of Governing Boards of Universities and Colleges (AGB), the premier organization advocating strategic board governance in higher education, today announced the election of Todd Haymore and Janine Anthony Bowen to its board of directors.
Haymore and Bowen bring extensive experience spanning higher education governance, public service, law, technology, business, economic development, and organizational strategy. Their appointments reflect AGB’s commitment to bringing together accomplished leaders who can help advance board effectiveness and support colleges, universities, and institutionally related foundations as they navigate an increasingly complex higher education environment.

Newly elected AGB board members include:
Todd Haymore
Todd Haymore is a seasoned public- and private-sector leader with more than three decades of experience in economic development, government, commerce, and organizational strategy. He leads Hunton Andrews Kurth LLP’s Global Economic Development, Commerce and Government Relations Group, the law firm’s full-service public affairs consultancy, advising companies and governments on growth, competitiveness, public policy, and long-term planning.
Haymore brings extensive higher education governance experience as rector of the Virginia Commonwealth University Board of Visitors and a member of the VCU Health System Authority Board. He previously served as Virginia’s secretary of commerce and trade, secretary of agriculture and forestry, and commissioner of agriculture and consumer services. His experience overseeing complex organizations, working across sectors, and advancing institutional priorities will bring valuable perspective to the AGB Board.
Janine Anthony Bowen
Janine Anthony Bowen is an accomplished attorney, governance leader, and technology strategist with more than 30 years of experience advising organizations on technology, data, artificial intelligence, intellectual property, privacy, innovation, and institutional risk. She leads her firm’s Athletics in Higher Education practice, advising colleges and universities on issues such as Name, Image, and Likeness matters, regulatory inquiries, and other athletics-related risks.
Bowen has served on 13 boards over two decades, helping organizations navigate CEO transitions, nonprofit mergers, strategic planning, and governance reforms. She is currently a Trustee on the Georgia State University Foundation Board, where she serves as Nominations & Governance Chair. Previously, she was Governance Chair on the Clemson University Foundation Board of Directors. Her legal, technical, business, and fiduciary expertise will provide the AGB Board with timely insight into the evolving risks and opportunities facing higher education.
