Description automatically generatedArtis Hampshire-Cowan, JD, is a licensed attorney, governance expert, and a Certified Compliance and Ethics Professional (CCEP). She is a trustee at Claflin University, corporate director, and former director of major nonprofits, including health giant CareFirst, where she served as chair of the Governance Committee, and the Greater Washington Community Foundation, where she was recently designated trustee emeritus.

Her 25-year tenure at Howard University included serving as acting president, chief operating officer, senior vice president, and corporate secretary. Prior to serving as senior vice president, she served concurrently as corporate secretary and vice president for human resource management, providing executive oversight for a workforce of more than 6,000 individuals. Before joining Howard University, she spent 12 years in leadership positions in the government of the District of Columbia, including congressional lobbyist, chief compliance officer, attorney-advisor to the deputy mayor for economic development, and senior advisor and counsel to the city administrator. She also served as general counsel of RFK Stadium, where she led the negotiations to build a new stadium for the Washington NFL franchise. She subsequently served as special counsel to County Executive Wayne Curry in his successful bid to relocate the team to Prince George’s County, Maryland. She began her career as an assistant district attorney for the City of Philadelphia.

Hampshire-Cowan has served as an advisor to elected and appointed officials at the local, state, and national levels and most recently served on Maryland Governor Wes Moore’s Education Transition Committee. She is an accomplished senior executive known for achieving goals and objectives that impact local, regional, and federal interests, is a sought-after chief negotiator, and has served on numerous multi-jurisdictional entities including the Washington Metropolitan Transit Authority (WMATA). She has held appointments from former Maryland Governor Parris Glendening, former Prince George’s County Executives Wayne Curry and Rushern Baker; and County Executive Angela Alsobrooks, now a Maryland U.S. senator. She is currently a director of the Maryland Stadium Authority Board, which is home to the Baltimore Ravens and Orioles.

Hampshire-Cowan is a business management honors graduate of Morris Brown College and earned a ruris doctor degree from Temple University. She also holds a certificate from the Harvard Institutes for Higher Education.
