Framroze “Fram” M. Virjee, President and CEO, AGB

About

As the president and CEO of AGB, Framroze “Fram” M. Virjee is responsible for the leadership and operations of the $17 million national organization serving more than 2,000 institutions, college and university systems, and associated foundations representing more than 40,000 individual trustees around the world.   

Previously, Virjee served as president of California State University, Fullerton, the most populous undergraduate university in the largest system of higher education in the country, from 2018 to 2023. He provided leadership for more than 4,000 educators who collectively served more than 40,000 students. Virjee championed a shift in university culture from a transactional practice (tuition and services in exchange for a degree) to a transformational experience centered around student success in academics, job readiness, community building and service, and all other areas of life preparation. Under his leadership, the university saw graduation rates increase to all-time, historic highs. 

Between 2014 and 2018, Virjee held the roles of executive vice chancellor, general counsel, and secretary to the board of trustees for the chancellor’s office and all 23 campuses of the California State University (CSU) System. He reported directly to the CSU Board of Trustees and provided legal counsel and advice on critical topics such as open meeting laws, rules and procedures, compliance requirements, collective bargaining, and more. He also oversaw comprehensive Title IX training and orientation for all presidents and championed a comprehensive review and revamping of the Title IX function at CSU.  

Prior to joining the CSU System, Virjee was a partner in private practice for almost 30 years at O’Melveny & Myers (OMM), the oldest law firm in Los Angeles and one of the largest in the nation. He served as head of the national labor and employment practice. During his career at OMM, Virjee represented educational institutions at both the K–12 and postsecondary levels. He was chief counsel to multiple boards of education, advising on issues of board governance, including nearly a decade as chief outside counsel to the Los Angeles Unified School District Board of Education. 

Virjee and his wife, Julie, are co-founders of Yambi Rwanda, a nonprofit 501(c)(3) organization dedicated to improving the lives of Rwandans through the sustained provision of basic human needs and equitable access to quality education through the celebration of Rwanda’s culture and arts. 

In addition to serving as chair of the Yambi Rwanda board of directors, Virjee has held roles on many other boards such as the Cal State Fullerton Philanthropic Foundation, the Big West athletic conference, the National Association of College and University Attorneys (NACUA), CIGNA Healthcare California, United Way of Orange County, the WunderGlo Foundation, and the Pacific Symphony.  

Professional Credentials

Virjee received a JD (cum laude) from the University of California, Hastings College of the Law (since renamed the University of California College of the Law, San Francisco), and a bachelor of arts degree (summa cum laude) in political science and sociology from the University of California, Santa Barbara. Virjee has been active in the NCAA Presidents Forum, the American Bar Association, and the Los Angeles County Bar Association.
