Across the nation, state elected leaders periodically mandate a review or propose legislation to change the oversight of public higher education—to alter or completely reorganize statutory (or constitutional) bodies that determine policy for public colleges and universities. These reviews and legislative proposals often lead to reorganizations such as the consolidation or elimination of governing boards with a resulting realignment of the oversight of some or all of a state’s public colleges and universities. They may also lead to the reconstituting of a governing board in terms of its composition and authority, or the creation, strengthening, or weakening of the legal authority of a state higher education coordinating or advisory body.
